here are a few holes in your logic

after our occupation of Germany and Japan, they grew to be some of the worlds strongest economies through several administrations

nor, lest you forget, does a sitting president and his administration completely and totally guide this country - there are senate and congressman of the opposite party who also have a voice, not as strong to be sure, but a voice, power and involvement
