you could be right. here the latest I found on BBC's web site. US made a request.

"Nato members are meeting in emergency session, after France and Belgium formally blocked a US request to provide Nato protection for Turkey in the event of a war with Iraq. ..."

I don't know how the NATO charter reads, but we can't pull France's veto at the UN. It is in the Charter.
