Does German law allow mid-term elections?

Yes. The relevant articles of our constitution are §§ 67 and 68.

Either the parliament finds a majority to elect a new chancellor or the chancellor suggests the dissolution of the parliament to the president. Since red-green has a thin majority the opposition would have to lobby defectors, i.e. more conservative social democrats who would be willing to vote against their own party and chancellor. Not an easy job.
