John, I said a fledgling EU foreign policy. The EU is a new entity and still has to find its way as far as a united foreign policy goes. An independent EU foreign policy is counter-productive to US interests and as such would be a target.
A comment on your observation as to the number of states that support the US. Most of them say that the UN SC has to agree.
As for France and Chirac's desires, what is your source?
