Kosovo is a good example of what I'm talking about. The Europeans couldn't get their act together and the UN went in.

It wasn't the UN. It was purely a NATO affair. Very "unilateral". There were two resolutions in 1998 regarding Kosovo, 1203 and 1199, and then nothing until 1244 in 1999... after NATO intervened.
