The plan, which appears to be in the early phases of development and has not been formally presented to Secretary of Defense Donald H. Rumsfeld, grows out of General Jones's experience as commandant of the Marine Corps, where he championed the idea of having bare-boned "lily pad" bases scattered around the world, rather than having American forces tied down to a few sprawling bases.

Yeah, Rummy and I love these Marine Generals. They spend their time thinking about Strategic and Tactical Military needs. The Army Generals spend their time thinking about what weapon programs they can get approved by Congress.

The Marine tactical "Warfighting" manual is 25 years ahead of the Army's. They are turning out better top people.

There is no way now the US will get second resolution for military force. Putie-poo floated a trial balloon a few weeks ago probably after Bush assured Russia's oil contracts would remain intact. But after encountering the stiff French/German resistance he had no choice but to reverse his position.

Putin Arrives in France for Iraq Talks
guardian.co.uk

PARIS (AP) - Russian President Vladimir Putin arrived in France on Monday for a state visit that will give the two countries a chance to consolidate their shared opposition to a U.S.-led war with Iraq.

Putin was greeted at Paris' Orly airport by President Jacques Chirac before driving up the Champs-Elysees - lined with French and Russian flags - for a ceremony at the Arc de Triomphe.

France and Russia, along with Germany, are among the strongest proponents of a peaceful solution to the Iraq crisis, a position that runs counter to the U.S. warning that ``time is running out'' for Baghdad to disarm.

Putin, marking his distance with the tough U.S. position on Saddam, said in an interview aired Sunday night with France-3 television that the single goal is to ensure Iraq has no weapons of mass destruction.

"I am certain that unilateral actions would be a mistake," he added, referring to a possible military strike led by the United States.
