That is a phrase that can mean just about anything, Mq. I think, to the right in this country, if invokes an image of thousands of social workers with degrees in Sociology, fresh from being rejected by our School system as teachers, being hired by the Government and sent into Iraq, at a cost of Billions, to wipe the snotty noses of Iraqi children and tell their Mothers, "There There, we will look after you."

We will simply need to supply a "Force" umbrella while the Iraqis's work out a Government for themselves. They know that we cannot allow Iraq to break up, and that they need to have a "regional" setup to allow for the Tribal, ethnic, and Religious differences. We cannot impose the final solution, and will keep a small "Lily Pad" of force in the area.

Of course, we are seeing, and will continue to see, post after post here from people who want to know the details, down to who will deliver the mail in A'Azamaya. And is he/she getting a decent wage and who provides his Health Care.
