There is another alternative that may sound too radical but I think may be the best long term solution.

Negotiate with Saddam that in exchange for total disarmament and increase in human rights, not only he will not be invaded, but parts of the sanctions will be removed and more oil will flow from Iraq. The increased human rights in time leads to rise of other othe local leaders. Eventually one or a coalition of them will overthrow Saddam.
