I believe Bush wanted to push NATO states...

May be to test if they'd veto @ the UN...

They called his bluff....they refused.....

I wonder what part of NO from France & Germany he doesn't understand?

Why is Bush forcing Turkey to do this?

Bush wants to maintain the momentum towards war. Unless Turkey feels protected, it will be less likely to commit to war.

Besides, Bush backing Turkey over France, Germany and Belgium creates good PR for the US in Turkey where the last polls I saw had around 85% opposition to military action against Iraq. As it is, Turkey as a Muslim country feels that Europe discriminates against it by delaying its entry into the European Union.

And finally, this move by Turkey creates additional pressure on holdout countries of the NATO alliance. European countries can never afford to spend money on the military as America does, and still maintain their liberal spending on social programs. The US has spent $15 trillion on the military since WW II. France and Germany now face a stark dilemma. If they don't follow the dictates of the US, they may be on their own militarily. The pressure on NATO is yet another attempt by Bush to bring the straying countries into line for his upcoming military "misadventure."
