A state law outlawing votes? There's a novel idea. You wanna make that pre-emptive outlawing of votes on illegal propositions BEFORE they become law? How does a potential law get tested in the courts before it becomes law? Or were you proposing a secret body of Right-Thinking individuals who could decide before the election which propositions were legal and declare that any votes for those illegal propositions would be disallowed. But wait a minute, how did those propositions get on the ballot in the first place? VOTERS signed petitions. Well, heck, why not head them off at the pass? The secret Right-Thinking committee could just pre-emptively throw the petitions full of voters names right out the window. The one on the right.
