The US can do whatever is necessary for US interest, whether UN inspectors are present or absent in Iraq. All US needs to do is to inform UN inspectors where to go to avoid the targets of the day. If they don't move, then it's their own choice to be in the rain.

the hot weather is approaching and there is no way Saddam's dilatory tactics will interfere with the required result

only Saddam's immediate total compliance will save this from going to full war

the deadline was DECEMBER 8TH

and if he waits until we are completely assembled close by we might as well take care of business while we are there anyway
