I tend to think that opinions often change in a random walk. When you put higher walls around a decision that means that the process will only be triggered in extreme and unusual ways, and that is nearly always bad. If it is very hard to promote an exception, it is also very hard to correct a situation that was manipulated into crisis when it was only of short term interest.

It's better to have fewer legal restrictions and let the people make their own choices individually. Federal regulations should generally be to stop the "busybody" laws that proliferate like weeds.
