I agree with the general view; I'm not sure what he means by US reluctance in former Yugoslavia. We were grievously late but the US is the only reason Sarajevo isn't still under siege and Kosovo runs its own affairs. The French military is conspicuously unable to do much outside its former colonies (a rather ill-mannered bunch of brats they raised there, but that's another story). Though the contingent that ran Sarajevo airport did fine job, I worked with them on several visits.

If the Democrats lose the White House again in 2004 they will be throwing away their best chance to get back into power for years.

FWIW, I'm really glad I no longer work in Uncle Sam's foreign policy public affairs machine. They are really doing a poor job selling this whole show. Expect a new wave of articles and debates on Europe's future without NATO, or at least with a drastically revised structure in the future. It could happen at this rate.
