He was a golfer whose private jet lost cabin pressure suddenly and all aboard passed out quickly. A military jet was there within minutes for a visual.

And, if scrambling does remain policy, where is the evidence of orders not to scramble? Why were they given?

It is SOP to scramble when a plane fails to respond or misses a vector. The pursuing pilot is authorized to get a visual and ask for further instructions. This is standard operating procedure.

As for why they were ordered to stand down, that is an excellent question and one a responsible board of inquiry would pursue.
