That analysis assumes that link is showing consecutive frames with no in-between frames deleted. You know that how? That page was basically put together to show the basics of what happened, not to provide every gruesome detail. There is limited real estate on the page. It is quite possible frames have been deleted.

AND it assumes the cameras that took the video use NTSC standard. Your local TV station may, but there is no requirement on surveillance cameras to meet it. The available space on the medium that will have to store that video is often a prime concern. A slow frame rate is used to stretch out the available storage. You ever notice how jerky the videos shown on TV of store and bank robberies are? That's because they were taken at a low frame rate to conserve storage space.

That camera will transmit up to 1.8 Mpixels/sec.
BUT at highest resolution it produces 1288 x 968 = 1.25 Mpixels. So it can only send about 1.5 frames/second.
