That's one opinion. Mine is we've been at war all along with a tenuous ceasefire.

Looks like war is on anyway:

A spokesman for the U.S. military's Central Command in Tampa, Florida, told Reuters he did not know whether the mobile missile, located in a southern "no-fly" zone near Basra, was an Iraqi Scud. But he said it was a surface-to-surface missile.
