Yes. He's said that many times before.

As to the dividend plan... he supports cutting taxes on dividends (as I do), but says the approach is wrong: taxes should be cut at the corporate level (give them a tax deduction for any money paid out in dividends).

This would counter-balance the deduction they get for borrowed money... helping to eliminate our country's unhealthy tilt favoring debt.

He also said tax cuts should generally be revenue neutral... offset by eliminating loopholes which unfairly distort economic activity.

Most reputable economists say the same thing.
