The biggest foreign aid innovation under Bush is his proposal to plow a 50 percent assistance increase into a so-called Millennium Challenge Account. The money would be earmarked for countries that are committed to democracy, free trade, purging corruption and nurturing private investment.

You know, that sounds much better to me. Almost daring countries to grab the old bootstraps and start pulling. Better than just pouring money down the same ol holes you think?
