In response to a question from a committee member, Greenspan said he believes the dividend tax cut will offer a "net benefit to virtually everyone in the economy over the long run." Critics of the proposal say the plan targets upper-income investors. Greenspan repeated the prepared remarks on the state of the economy he offered to a Senate panel on Tuesday.
