I think much of the Bush proposal could be summed up by the old bumber sticker "Dare to be Stupid". Really!, I think that Karl Rove pushes him into suggesting some really outrageous things to pull attention and energy away other programs and fights. The idea is to keep the Democrats head spinning from unacceptable choices. The only trouble is that others are learning to play that game, others like Bin Laden and Kim Jong Il. It is an environment where each new initiative has to be even more dangerous and outrageous than the last. It's gong show politics.

TP
