South Korea's representative to the International Atomic Energy Agency called the referral to the Security Council "a direct and inevitable consequence" of Pyongyang's withdrawal from nuclear nonproliferation agreements. "North Korea's [not the South Korean, US, and Japanese, GST] actions seriously endanger the peace and stability on the Korean peninsula and in the whole East Asian region," the representative said.
