Well, Bill, your key fact-mistake was to use the word "elected".

Funny thing, some US senators and representants ar very fond of old greek-roman
ideas on democracy, and the idea with rotating chairmen for committees, meetings is
at least as old, who knows, it was maybe invented in Babylonia or China??

Same thing, always picking the oldest person as traditionally in US comgressional
committees, althoug the term limits might become longer than by just rotating.
(or using lottery).

However, besides the task of wishing the participants welcomed, distributing time
to the speakers, making sure everything is archived and follows some rules, it is
also a question on how much power the chairman has in restricting or manipulating
votes, speeches,etc..
