From my review, the Patriot Act II mostly addresses changes in technology since the last time the US criminal code and code of criminal procedure were revised.

If you aren't familiar with the US code, it probably seems like gobbledegook.

There are suggestions for using new technologies for catching terrorists, e.g., running a credit check. This is simply one more technological advance on the old adage of law enforcement, "follow the money." Many career criminals are caught by exhaustive review of bank records and tax records by forensic accountants. Not as sexy as car chases, but that's life.
