ALl administrations have sold some secrets to other nations from the Carter administration on out. Many right wingers claim that Clinton sold them to the Chinese but the truth is that many generations of Presidents did it including Reagan and daddy Bush. Scientists have a way of not being stupid...........it's certainly possible that Korean scientists did alot of discovery and development on their own.
