election processes are usually the mechanism of selecting a specific person for a specific task in democratic bodies, neither process has anything to do with rotating the tasks of the chairperson among the members of the committee. Specifically as it is done to avoid the circus of selecting and electing. Luckily the selection process is, at least, not one of picking the oldest one, nor one of winner-takes-all.
