Until the work in progress to detect and prevent terrorist attacks is farther along, Mr Bush is using the best preventative we have which is fear. ( use the enemies own device against him). Afghanistan demonstrated that promises made are promises kept. There will be no backing down here. The case can be made that France and Germany are aiding in the operation. When even they cannot stop the US then our determination is "something else". (But I dont believe for one minute thats why they opposing the operation and disregarding Res 1441) Showing unstoppable resolve and determination is the only way to wake up Saddam enough to hear Gabriel calling and step back out of the way if he can.
