If they really mean to help the poorer classes, they would do the following:

1. No upper income-limit for SS taxes.
2. Reduce SS tax percentage from 6.2% to a level -- probably 5.8% -- that keeps the SS account balanced (This also has the advantage of lowering the burden on the employer -- especially the small businesses that choose to follow the law). Adjust this percentage on an annual basis to keep the account balanced.
3. No income-taxes on the first 50K of income.

Don't hold your breath. They won't do it.
