It's a belated attempt to answer one of the "unanswered questions" -- which is : "Why was the DC area so vulnerable?". The most awkward and obvious answer is, "because the fighters were told to stand down until the damage was done" They are attempting to lay the groundwork for the bogus answer, "Because we didn't have shoulder-fired Stingers". It's not going to work, except for those w. a conflict of interest, willing to overlook common sense. The bigger gov't gets, the more of that there are. Pretty soon, when gov't occupies 99% of the GDP, everyone will be paid by gov't one way or other, and will all spout the party line, regardless how ridiculous, plundering the rest of the planet for income.
