I agree but what was happening in 2002 was that entire depts were being outsourced. For example, "the supply chain" dept at company XXX. This includes business analysis, some financial resources, and finally development. Applied Materials for example outsourced their entire Oracle 11i upgrade. Imo this won't work, it was done for purely cost reasons and 2 things have happened 1)domestic costs have gone way down, 2)the overhead in management with outsourcing makes the savings not worth it.

Cisco does outsourcing the right way, imo. They outsource these generic administrative jobs like data base administrator. No reason for those people to be local. Sure a few should be local but just put most of those whereever it is most efficient for 24/7 access. But then the specific company BP analysis is done in-house.
