Tariffs are but one form of the trade-distorting techniques that nations use... and a very old fashioned one at that.

Because tariffs are so visible - and such a target for free traders internationally - countries have relied more and more on other way to protect their industries and favored sectors... such as direct taxpayer aid to the industries (steel mills, telecommunications, autos, farm price supports, etc.)

Tariffs may be down on a percentage of total trade basis... but farm price supports for example, are at all time highs.
