What do you call what the Republicans who hounded him for 8 years did to the country, just to serve their political agenda?

My view is that your premise is incorrect. I do not personally believe that Clinton was "hounded" to serve the political interests of the Republicans. I believe he was "hounded" because he was perceived to have (and ultimately, had) committed crimes. The fact that he got away with it is immaterial.
