I'm saying that the gov't characterization of SS as "social insurance" masks that it is really a tax.

When they call it social insurance, there is an implication that SS is some sort of fair annuity or something.

Because it is "not a tax" gov't gets away with it being regressive towards the young and poor. Recharacterize it as a tax, which it is, and apply it to all levels of income just like income tax (not just the first 80K). Then maybe we'd see some progress getting the beast chopped down because the wealthy would lobby against it.
