In order to argue that France and Germany are obligated to comply with Turkey's (actually, America's) demands, you end up making statements like that. A statement which doesn't correspond to reality.

Is Turkey really afraid Iraq is going to attack them? Truth is, the situation is 180 degrees the other direction. The Iraqis are going to be attacked through Turkey, Iraq has already lost control of their own northern territories that border on Turkey, Turkey already has military units in northern Iraq. The weapons which Iraq would need to attack Turkey, the weapons of conventional warfare (tanks, airplanes, artillery, missiles) were destroyed in the last war, and Iraq hasn't gotten replacements. If Iraq has any residual ability to project force beyond its own borders, the overwhelming probability is that those meagre forces will be directed against Israel, the U.S., or Saudi Arabia (where the main attack is coming from). So, Turkey does not fear an attack from Iraq. This request has nothing to do with defending the territory of a NATO member, and everyone knows it. Which is why the request (demand, actually) was denied.
