In this case, Bush is really determined to get results, which means he would really have to bang some heads together even if his entire administration were diplomatic geniuses. So I don't know how much of difference it would have made.


This is the key point, Bush is not willing to tolerate failure and he views 'not ruffing feathers' as a secondary objective. As the world reorders it is unrealistic to expect those who will lose power to support the needed changes. No amount of diplomatic coaxing would mollify the French. It is much more important to send the message to new allies that we are serious and intend to win.
