I haven't the faintest idea what you're groping to prove. * That the 1991 "use of force" was authorized - that Congress gifted Bush 1 with its war powers responsibility? Of course. Intentionally muddy authorization for the vague use of military force, self-consciously circumventing a formal declaration and acknowledgment of war... * That Bush 2 received congressional "authorization" to wield its war powers as regards Iraq II? Of course. See above. * That it was constitutionally correct for Congress to surrender its responsibilities? Now... this is where I have a problem. And this is where our conversation began.
