Of course. Intentionally muddy authorization for the vague use of military force, self-consciously circumventing a formal declaration and acknowledgment of war...

* That Bush 2 received congressional "authorization" to wield its war powers as regards Iraq II?

Of course. See above.

* That it was constitutionally correct for Congress to surrender its responsibilities?
