Have you ever run utilities like Spybot or Ad aware to check if you don't have spyware, trojans etc. One sure way the PC get so clobbered that it becomes unusable gradually..

I assume regular maintenance include, deleting temp files, clearing cache, cookie control, antivirus runs etc.

Eva,

Have you tried Defrag? It should be in Accessories/System Tools. With all the temp files floating around that tends to slow down the system over time. It may take a while to run.
