Saddam will not step down until the last possible moment. Just before doing that he will attempt to sabotage as much as poss.

So while the market might explode when/if he steps down, it will have plenty of chance to plummet first.

But if Saddam steps down, then the focus moves back to the economy. Which is not all that good.
