If you read the Council of Foreign Affairs paper above, you will note that it call for a Us/Allied/UN presence for YEARS.

Why not implement the plan right now and skip the carnage?
Start on the right foot:
peace plan.. then war only if we fail

Instead of the left foot:
War and then when the carnage is too much to bear..go to peace plan.

Powell has finished his speech. He asked the UN to pass a second resolution warning of serious consequences in the event of continued non-compliance. We aren't warning of immediate action, nor asking the UN to approve immediate action. Clearly, we are either not yet ready to go, or else not yet willing to go. It still appears to be a bluff of some sort.

When I turned off the TV Russia was endorsing the French-German plan which I missed but assume was the "coercive inspection" routine we discussed earlier this week.

I still think they're all playing "good cop, bad cop."

World War III isn't about to start any time soon, and I need to get some work done.
