Why attack Iraq and not Israel? Duh...because Iraq has a history of aggressive wars not fought in self defense against its neighbors and Israel does not.... Why support use of weapons of mass destruction at some times and not others. Because geopolitics and the business of war is not a one size fits all proposition..... Are you on a high school debate team? Does Mommy know you are using her computer?

You would have it keep international relationships fixed and inviolable despite constant and swiftly changing needs internally and often-unanticipated shifts in the balance of power externally? Why attack Iraq and not Israel? Currently, Israel is considered an ally. Iraq is considered an enemy. (You may replace "Israel" and "Iraq" in the previous two sentences with any number of nations, incidentally.) Any other questions? Because there are those who work toward goals we support, and those who work against them, and at times, the enemy of an enemy is a friend. It is called integrity. For an aging hippie or a fifteen year old girl, perhaps. In the real world, it's called expedience. The USA is using propaganda to confuse its citizens. Like what? The USA is trying to split hairs[...] I don't think that twelve years of evasion being faced down constitutes splitting hairs, but your mileage may vary.
