If true (and to spare you the trouble, I did a Google search and came up with only Israeli sources quoting it), it does look like Arafat endorsed suicide bombings.

However, at the very end of your post, there is Arafat denying he sent the letter in question:

Arafat's bureau said that the letter is a forgery.

My doubt comes from having watched him say countless times that he does not endorse suicide bombings.

What do you think about this?

Are you suggesting that Yasser Arafat went to Jordan and wrote the letter there, to be sent back to Palestinian territory from Jordan? Would it not have been easier just to post it from where he is?
