Why not? They have not had a problem making a number of other statements in public! Examples?

I'm certain it isn't necessary for me to describe the contextual differences in these statements for you. However, once NK began its overt beligerance, it became necessary for the administration to downplay the threat to keep NK from acting out.

If the administration labels NK a "crisis" it escalates the importance of NK in their own minds. We need to kill Saddam and get Iraq under control, then come back and deal with NK. Bush's approach on this has been just fine.

The administration's tweaking of germany and france is just fine as well; when they start behaving like responsible world citizens perhaps they'll once again be respected.
