With what are they out of compliance. In my simplistic mind aka layman's terms : 1441 essentially says : we know u had X quantity of substance Y in 1998. If you claim you have 0 quantity today, show us how, when, where you destroyed it. UN inspectors will then verify those aspects. Their job is not to go find the substances, but to verify that they were destroyed. The onus is on Iraq to provide credible info on "how, when, where". IMHO, Iraq has not been providing that credible info. Hence they are in breach of 1441.
