He was probably told what to say and do Yes, but the chickenhawks in the administration have been telling him what to do for a year, and feel he has done too little too late. Powell just lost all his credibility with the foreign governments and their diplomatic core. He sacrificed himself alright, but gained nothing for him, for Bush, or for the country in the process.
