He was probably told what to say and do
Yes, but the chickenhawks in the administration have been telling him what to do for a year, and feel he has done too little too late. Powell just lost all his credibility with the foreign governments and their diplomatic core. He sacrificed himself alright, but gained nothing for him, for Bush, or for the country in the process. A total waste.

Many countries call themselves democracies today, but a lot of them are little more than a socialist version of communist lite.

Powell’s Fairy Tales: Puerile and Patronising

Is this the type of “solid evidence” and "solid intelligence” that our government has? The one that took months to disclose because they were "Top Secret Highly Classified" information? Is this America's best and brightest intelligence gathering? Is this the product that American taxpayers are paying for? It's OK?, and COOL?, Right On?, Acceptable?, Not Bad?, Super Excellent?, Outstanding?

"This presentation of “hard evidence” is a tissue of lies, gossip, misinterpretation, cynical manoeuvring and possibly even misrepresentation, aimed at providing a case for a war against Iraq. The UN Security Council is not a kindergarten or a scout camp. The international community is not a class of primary school pupils to be lectured in this way by an incompetent teacher. Were this the case, Colin Powell would be the one to have a donkey’s tail pinned to his trousers when he turned around to illustrate his great case against Iraq."
