I think Kofi Annan gets it:

"I believe inspectors should continue their work, but if there is no cooperation then the council will see that the operation has become meaningless and that inspections could end," he added.

"The ball is again in the Iraqi leadership's court," he said, adding that he did not believe that a war was inevitable.
...
"The report that was presented was neither black nor white but it did not indicate that tangible progress has been made," Annan said.
...
Annan cautioned Baghdad against taking advantage of any perceived differences among Security Council members. "Iraq should not think that we are in disagreement, because when dealing with complicated aims everyone agrees."

The US has only three alternatives: 1) Prove self-defense and legally invade Iraq with anybody who cares to join them; 2) Convince the UN to OK a legal invasion of Iraq to enforce Security Council Resolution; 3) Make an illegal, unprovoked invasion of a country that is not an immediate threat to the United States. The US is working through the UN because it cannot prove self-defense and because option 3 is so blatantly stupid and costly. Unless the Un gives its ok, the only option open is number 3. That is the whole story Bill. If we go with option 3, we become a rogue nation and we destroy the UN and probably NATO as well.
