But the point is the Germans and the French refuse to allow it to happen under the terms of the NATO agreement. The formal NATO decision will come within 2, 3 days. You know, everybody told Schröder that it was wrong to say "no" to an Iraq invasion even before Blix submitted his report to the UNSC. Now he has learned his lesson and has waited for yesterday's report before committing to a final decision :-)
