No, the "world" ie France, Russia, Germany doesn't want a war at any cost, and are willing to thwart enforcing binding UNSC resolutions to make sure it doesn't happen. Iraq has had 12 years to comply. It STILL is not complying, and openly defying the UNSC. Aziz had the gall to say that it would be "unreasonable" to destroy Iraqi missiles that violated the UN imposed range limitations. The obstructing powers on the UNSC aren't willing to bring Iraq into line under any circumstances.
