1441 is about disarmament. And the inspectors are the tool used by the UNSC to report back whether disarmament has or has not occured. They will know for sure that Saddam has not disarmed if they find an undeclared WMD. If they find no WMD and/or find no places where WMD have been destroyed, they cannont say disarmed nor can they say armed. What they say is "We don't know yet. We need more time" 1441 is not about giving a coalition of the unknowing the permission to bomb Iraq. 1441 can only pronounce whether Iraq has disarmed or not disarmed. If it is declared that they have not disarmed then the UNSC decides on the consequences, next steps, yada yada in a new resolution. Rascal@ penismightier.com
