Flexibility is usually offered to those who negotiate in goodwill, and are not habitual risks. Iraq neither negotiates in goodwill, and most definately is a habitual risk. Remember that the disarmament provisions are terms of a surrender in armed conflict after a grievous violation.
The convict does not seek to escape his bounds, and expect his sentence to be "renegotiated" to better terms for himself, preferably COMMUTING the sentence!
