I suspect that it goes a little deeper than that.

I agree; I think Chirac's ambitions to lead the EU as an opposing superpower to the US (economically, at least) plays a large part in his behavior. But Saddam's no fool; I'm sure his done his best to sweeten the pot.

IIRC, and I can't find a link, the Iraqi opposition groups and the US have already said that any new Iraqi government would respect debt and development contracts from the former government.
