I don't know where you come up with the hundreds of thousands number The Govt. businessweek.com and other sources globalexchange.org you call paying suicide bombers Tenous and remote Saddam pays money as a death benefit to all Palestinean families who are killed in the conflict with Israel, Not just suicide bombers, but I do think it includes them. That is not the same as paying people to become bombers.
